What is ECM contracting?

ECM stands for energy conservation measures: practical upgrades that cut a building's electricity and water use, such as chiller and AHU optimisation, VFDs on pumps and fans, LED lighting, BMS tuning and sub-metering. ECM contracting means a contractor surveys the site, installs those measures, commissions them and proves the result. Adding facility management keeps the equipment tuned so the savings last.

Savings need upkeep, which is what our facility management and preventive maintenance team provides. Related work: VFD contracting, BMS contracting and HVAC contracting.

Cooling is the biggest line on most commercial utility bills in Dubai, and it is also where the easy wins hide: a chiller running hard for a half-empty building, an AHU fan that never slows down, plant-room lights left on all night, a BMS schedule nobody has touched since handover. ECM contracting in Dubai is the work of finding those wins, fitting the fix and checking that the meter agrees.

We usually begin with audit findings, yours or ours. If an energy auditor or an energy service company (ESCO) has already listed the measures, we price and install them. If not, we walk the plant, log the loads and rank the measures by cost, disruption and payback, so you can decide what goes first. Dubai's building retrofit programme, led by Etihad ESCO under the Demand Side Management strategy, has made this kind of work familiar to owners, and we can act as the implementation contractor.

The measures we install most often are VFDs on pumps and fans, chiller plant and AHU optimisation, BMS scheduling and set-point resets, LED lighting with occupancy or daylight controls, sub-metering so you can see where energy goes, and water-saving fittings. Each is commissioned with before-and-after readings, which become the basis for measurement and verification (M&V).

This is where facility management changes the outcome. Savings erode quietly: filters clog, sensors drift, somebody overrides a schedule "just for today". Our FM team holds the new settings, cleans the coils, recalibrates sensors and reviews the energy trend every month. That is why we offer ECM and facility management as one service instead of two.

Surveys, site work and client reviews

Every retrofit starts with someone looking at the plant. Here is our team on the roof, on site and with clients.

Energy walk-through and baseline

Plant survey, load logging and a baseline to measure savings against.

HVAC and chiller plant optimisation

Sequencing, set-points, coil cleaning and controls upgrades.

VFDs on pumps and fans

Drives, panels and tuning so motors follow demand instead of running flat out.

BMS tuning and scheduling

Schedules, resets and alarms rebuilt around how the building is used.

LED lighting and controls

Fittings, drivers and occupancy or daylight sensors.

Sub-metering and monitoring

Meters and dashboards that show where the energy goes.

Water-saving measures

Low-flow fittings, leak detection and pump optimisation.

Measurement and verification

Before-and-after readings and a savings report you can check.

Facility management after handover

Monthly upkeep of coils, sensors and settings so the savings hold up.

When to call us

You do not need a finished brief. If any of these sounds familiar, let's talk.

  • Your DEWA bill keeps climbing and nobody can say which system is to blame.
  • An energy audit was done, but the recommended measures are still on paper.
  • Savings from an earlier retrofit have faded.
  • You want to cut running costs without replacing the whole plant.

How we work

  1. Survey and baseline

We inspect the plant, log the loads and set a baseline to measure against.

  2. Rank the measures

You get an itemised price and payback for each measure, so you choose the order.

  3. Install and commission

Work is phased around occupants, then tested with before-and-after readings.

  4. Measure, maintain and report

Our FM team keeps settings tuned and reports energy trends monthly.

ECM Contracting & Facility Management: questions, answered

What does ECM stand for?

ECM stands for energy conservation measure: an upgrade or operating change that reduces a building's energy or water use, such as VFDs, LED lighting, controls tuning or sub-metering.

How much can energy conservation measures save?

It depends on the building, the age of its plant and how it is operated. We give an estimate after the survey, based on measured data, and confirm it with before-and-after readings. We do not quote a headline percentage before seeing the site.

What is the difference between an ECM contractor and an ESCO?

An ESCO usually finances and guarantees savings under a performance contract. An ECM contractor designs, installs and commissions the measures. We can work directly for the owner, or as the implementation contractor alongside your auditor or ESCO.

Will ECM works disturb tenants and staff?

We plan around occupants: out-of-hours work, phased shutdowns and clear notices. Most measures, such as BMS tuning, VFD retrofits and lighting, need only short, scheduled interruptions.

Why combine ECM contracting with facility management?

Savings decay without upkeep. Dirty coils, drifting sensors and manual overrides bring consumption back up. Our facility management team keeps the new settings in place and watches the energy trend.

Do you carry out energy audits?

We do site surveys and baseline logging to scope our own works. If you need a formal audit for a programme or financing, we can work with your auditor and implement what is recommended.

Which buildings suit ECM upgrades?

Any building with significant cooling, lighting or pumping loads. Older plant that still runs at fixed speed or on unchanged schedules often has the most room to improve.

How long does payback take?

It varies by measure. Controls and scheduling changes usually pay back fastest, while larger equipment upgrades take longer. We show an estimated payback for each measure so you can sequence the work.
