Quick answer

There's no single number, because MEP pricing in Dubai depends on building type, fit-out standard and how much design work is already done — but as a rule of thumb, MEP (mechanical, electrical and plumbing) works typically run 15–25% of a fit-out's total construction cost for commercial spaces, and can be higher for labs, kitchens or anything with heavy cooling or power loads.

Why the range is so wide

Two identical-looking offices can have very different MEP bills. A shell-and-core unit with no existing ductwork costs more to fit out than a space that already has HVAC risers and electrical distribution in place. A restaurant kitchen with extraction, grease traps and gas needs far more MEP work than an open-plan office of the same size.

The finish level matters too. Exposed services (visible ductwork, painted conduit) cost less than a fully concealed ceiling with diffusers and recessed lighting. None of this is unique to Dubai, but Dubai Municipality and civil defence approval requirements add a layer of documentation and inspection that needs to be priced in from the start, not added later as a surprise.

What actually drives the number up or down

  • Cooling load: more equipment, more people, or glass-heavy facades all push chiller and AHU sizing up.
  • Ceiling void depth: tight ceilings force smaller, more expensive ductwork runs.
  • Authority requirements: DEWA, Dubai Civil Defence and DM approvals each have their own drawing and testing standards.
  • Existing infrastructure: a building with spare chiller capacity and electrical load is cheaper to fit out than one running close to its limits.
  • Programme: compressed timelines often mean overtime labour and expedited material orders, both of which cost more.

How to get a quote you can actually compare

The single biggest cause of MEP cost disputes isn't the contractor overcharging — it's two quotes that were never scoped the same way. One contractor's number might exclude authority fees, testing and commissioning, or as-built drawings; another's might include them. Ask every contractor for a like-for-like breakdown: design and calculations, supply, installation, testing and commissioning, and authority submissions, priced separately.

A short site survey before the quote is a good sign. Contractors who quote from a floor plan alone, without checking existing risers, spare capacity or ceiling depth, tend to revise their numbers upward once work starts.

Frequently asked questions

Is MEP included in a normal fit-out contractor’s price?

Sometimes, but often as a subcontracted line item with a markup. Going directly to an MEP contractor for the mechanical, electrical and plumbing scope, and a separate fit-out contractor for finishes, usually gives clearer pricing and accountability if something goes wrong.

How long does MEP installation take for a typical Dubai office fit-out?

For a straightforward office of a few hundred square metres with existing building infrastructure, 3 to 6 weeks is common, run in parallel with the rest of the fit-out. Kitchens, labs and anything needing new chiller or electrical capacity take longer.

Do I need authority approval for MEP works in Dubai?

Most MEP works in commercial and residential buildings need Dubai Civil Defence and/or DEWA approval, and Dubai Municipality sign-off for certain works. Your MEP contractor should handle these submissions as part of the job, not as an extra.

Why do two MEP quotes for the same office differ so much?

Usually because they are not pricing the same thing. One may exclude authority fees, testing and commissioning or as-built drawings; another may assume reused equipment the first plans to replace. Ask both to price the same itemised scope, ideally from one set of design drawings.

Is it cheaper to hire the MEP contractor directly than through the fit-out contractor?

Often, because it removes one layer of markup and gives you a direct line to the people installing the services. The trade-off is that you or your project manager must coordinate the MEP works with the other trades.
